In light of a changing world has a lot of the successive developments ,information and communication revolution and the practical and technical achievements, and build the majority of States for the emergence of globalization and liberalization of trade and markets and open borders wide competition of various kinds.

In parallel with it, we find that organizations are not working and should not operate in isolation from all that.

As imposed by the environment surrounding a lot of pressure, which affects the operations and sustainability.

Stojb which it must adapt to the environment in which they operate, if they wish to stay and achieve competitive advantage Consequently, even up to the dreams of, it shall focus on the various resources and invest in more, and perhaps most important of these resources in this context, human resource, as no doubt a key driver for the rest of the organization's resources, to the extent that its importance has increased and increased gradually, as a result of many research and studies carried out by many thinkers Therefore reflected in all of this, the management of human resources, which have emerged from traditional Abaitha, to change roles to become more modern and sophisticated, keeping pace with and in line with the dynamic environment in which the most distinguished by the intensity of change.

It was necessary to adopt specific strategies to enable them to invest their human resources, on the basis that human resource is the best investment for the future Thus, the majority of the States, especially the developed ones, are working hard to create a human resource capable of Stop competition.

From this basis ,the fall in order to answer to on our next problem: how to create a human resource capable of meeting the global developments?.
