بعد حوالي العشرية من الحراك العربي تستمر المنطقة في التراجع من حيث معدلات الديمقراطية و الحرية لتتحول بعض دولها الى بؤر توتر تهدد الأمن و السلم العالميين لقد بات جليا استمرار الممانعة العربية للديمقراطية و ما هو ما يقتضي البحث عن الأسباب التي تجعل من الحراك العربي عاجزا في تجاوز الدولة الهشة و تحقيق الانتقال إلى أنظمة حكم ديمقراطية و التي يعود بعضها إلى النشأة العسيرة لظاهرة الدولة بينما يمتد أغلبها بعد هذه النشأة ليتخلل مختلف مراحلها من ديمومة الشح الديمقراطي و أزمات الشرعية و انتقال السلطة و فتور الحياة السياسية و وهن الحياة الدستورية العربية و غلبة السلطة التنفيذية
Abstract EN
After a decade of the Arab Hirak, the region continues to degrade in terms of democracy and freedom; its countries are turning into hotbeds of tension that threaten world peace and security.
It has become obvious that the resistance to democracy continues and what is needed is to find the reasons that prevent the Arab world from overcoming the fragile state and from making the transition to democratic systems of government, some of which date back to the difficult emergence of the state phenomenon and the various crises that followed it.

Après une décennie du Hirak arabe, la région continue de ce dégradé en termes de démocratie et de liberté, ses pays se transforment en foyers de tension qui menacent la paix et la sécurité mondiales.
Il est devenu évident que la résistance à la démocratie se poursuit et ce qu'il faut, c'est rechercher les raisons qui empêchent le monde arabe de surmonter l'État fragile et de réaliser la transition vers Les systèmes de gouvernement démocratiques, dont certains remontent à l'émergence difficile du phénomène d’état et les différentes crises qui l'ont suivie.
