Abstract EN

The summary of this research is about the role of the administrative judge in developing the legal base, through the judicial interpretation of the mysterious and opaque legal texts, as well reconciling of the conflicting texts, or by the foundation a new legal rule when a legal text governing the dispute is absent, it known the jurisprudence which is realized by some conditions and steps prepared in advance, one of the objectives of this study is to bring out the role of the administrative judge in his interpretation of the legal rule and the effect of judicial jurisprudence and administrative judicial interpretation on the administrative legal system.
