Abstract EN

The devoted to the territorial collectivities a special contribution in the territorial management and for the economic, social and cultural and security development, as well as the preservation and improvement of the living frame of citizens, in addition to the respect for the provisions of environmental hygiene and protection, this matter became a real concern of the territorial collectivities in order to reflect their impact on the environment and the geographical area of this collectivity in particular, and generally the whole state, this factor pushed the legislator and the territorial administrations to create a legal means and mechanisms which could limit the environmental degradation from one side, and its preservation in other side, to spotlight these mechanisms devoted by the law and created by treatments and studies and scientific research, we divided this study in tow chapters.
