The Arab world is experiencing a remarkable wave of democratic transition, but this unprecedented experience undergoes a series of challenges to which and confronted the transformation process, these challenges can be political, economic, social, or combined, and can say so As the Arab countries face numerous obstacles which threaten the democratization process, in particular the weakness of the institutional structures and the fragility of the legal system which protects public freedoms and the independence of civil society, it has become necessary to promote governance reforms by adopting guarantees that accompany democratic reform processes to avoid any setback during the transition.
