Abstract EN

This study concerns the concept of "Change" as a hallmark feature of the «foreign policy» after the Cold War.

In the two last decades Change has become, the most prominent characteristic of foreign policy, compared to other phenomena of international relations.

This matter requires from us, to grant it a practical attention.

This is the reason why this study has been fulfilled, in order to search the meaning of the «Foreign Policy Change» and the tools for studying it.

This is an attempt from us to remove the confusion and ambiguity that have surrounded and still surround the phenomenon of change in foreign policy, in both its Realistic (Factual Phenomenology) and Theoretical -Methodological aspects.

This study is also considered as a presentation towards the constitution for: A new conceptual frame which aim is to facilitate the study of changes that occurred on foreign policies of countries, after the Cold War.

It is difficult to rely on the « Scientific Models » used in this field for their theoretical shortcomings, on one hand and the specificity of the world countries’ foreign policy after the end of the Cold War, on the other hand.

It is required to use a "Special Conceptual Frame" as a more flexible mechanism than the « Scientific Models » to study the change of foreign policy, for Countries.
