Abstract EN

This study deals with the topic of how to organize and conduct the public job competitions in Algeria in accordance with the provisions of Executive Decree N° 95-293 and the oversight functions entrusted to public service inspectors in this regard, we touched on two main elements.

The first deals with the procedures for organizing competitions starting from the need, of each ministerial sector, for Joint ministerial decisions that determines the modalities, the programs and the competent institutions to organize the competitions, the competitions are opened by the concerned administration in accordance with a decision notified to the Public Service Inspectorate, which in turn expresses its opinion on its conformity with the established regulation, then the administration which is organizing the competition, begin publicizing the competition in accordance with the modalities set by regulation, the administration starts receiving and studying the candidates, files.

These files are then included in the minutes of the technical committee, and then reported to the public service accompanied by its publicity.

In the second element, we dealt modalities of conducting the competitions, announcing their results and the control of the inspectorate of the public service over the procedures for organizing them, the competent institutions are responsible for organizing the competitions and ensuring the proper conduct of the various procedures of the competitions on the basis of tests, exams, and professional lies on the administration that organize these contests, the results of these contests will be announced jointly with the inspectorate services, after being sure of the legality of the procedures for organizing them.

In the end, we discussed the evaluation of organizing the competitions in accordance with the Decree No° 95-293, and also evaluation of the public service inspectors, work.
