As well as, the reluctance of states to allocate funds to build new prisons and especially, with sequential economic crises.

In addition, the detention of irregular migrant, especially in the united states and Europe and the expected needs in times of crises.

Finally, increasing the pressure exerted by privat security companies to get more govermment contracts for privatized prisons department.
