The licensing system is one of the legal and preventive measures taken by the Department in charge of Environment protection to ensure the prior control of how hazardous waste is traded and managed from the source of its production to disposal in an environmentally sound manner.

Because of its own nature, its toxic and hazardous components; it requires constant and continuous caution when trading which makes the Algerian legislator devotes this system as one of the most important legal mechanisms for the sustainable circulation of hazardous waste in various legal texts.

It is therefore necessary for all those interested in collecting and transporting activities, in addition to the treatment and disposal of hazardous wastes, they must obtain an official license from the Ministry of Environmental Protection, in order to achieve the dimensions of the sustainable circulation of hazardous wastes, namely the environmental, economic, social and technological dimension.

Specially, the environmental dimension, which is considered a priority now considering the seriousness of this waste on the environment and human health.
