Public administration, as a practice and knowledge field, undergoes qualitative changes due to the huge development of human civilization, leading to the emergence of paradigms and normative global models, enhanced by the ideoligized globalization, the interrelationship between nations and the increasing flows and interactions among them.

Governance, with its diverse implications and multiple levels, appears as à solution for many political, administrative and economic problems, inspiring researchers, governments and international institutions; Good local governance has been a successful model in many international experiences, but the Algerian case still reflects Bad Local Governance that erodes the different capacities of local administration.
