The public participation is considered as a right for every constiutional person in preparing or making descisions that could have d dirct or indirect effects on the environment; and this is what has become believed in contemporary societies that are aimed to improve the qaulity of environmental decisions throught the integration of citiziens in making that descision, thanks to the information provided by the administrative boidies after having been prerogative on the central system only.
