Abstract EN

Administrative Penal law is aimed at easing the burden on the criminal justice system; and to transfer a number of offences with certain conditions regulations and specific legal guarantees from the penal code into another law; so that offences are subject to punishment by administrative sanctions imposed by the administrative authority; and is considered to effectuate the theory of reduction of punishment, as it aims to shift away from criminal sanctions for certain offences in favour of another law; because of the less dangerous crimes and the ability to deal with them administratively; as well as to soften the burden on the part of the justice system.

Accordingly; the disciplinary sanctions imposed on public officials; and the contractual sanctions against its contractors are outside the scope of the Administrative Penal law.
