Abstract EN

: The idea of national sovereignty in the legal systems governing the affairs and relations of states is the main element in the survival of states independence; and therefore their freedom to act within or outside their territory is based on the established rules of international law.

however this concept as a value and a principle on which international action has been based is very shaker; especially after the international interest in the idea of human rights has grown which led to parallelism to maturity of the human protection approach of these rights.

And this in accordance with so called international human rights system; and the emergence of the idea of international responsibility for the protection of these values which are primarily related to man; which has re examined the idea of sovereignty in accordance with the frameworks and concepts according to the priority of the protection of human rights.
