The Municipal People's Assembly in algeria, is considered as the main circle that advances local development, because it is directly related to citizen's public life and rubbed into his various dealing, Especially, when it comes to enchance the political value’s participation, that serves public interests, achieves local development and works to invest human capabilities that exist across the Municipal region to harness the financial capabilities for the citizen who is the unit of all sectors and the root of their existence, To promote the values of participatory democracy, That is why we must focus on the quality of the competencies formed by the Municipal People's Assembly and the manner of their election and study the culture of awareness spread among the citizen in general.
