Abstract EN

The concept of governance has been commonly and recently used in the literature of administration and public policy, in a global context characterized by the domination of western concepts on the international research and dealing, such as globalization, democracy and capitalism.

The failure of efforts for political and economic reform by the majority of the developing countries brings out a condition and constraint of an international and national nature, the fact that forms a sufficient reason for Maghreb countries, like their developing counterparts, to adopt "good governance" as a mechanism for development, especially at the local level.

Such an approach is best suited to test the effectiveness of this approach, if it enables the development of the performance of regional groups in the management of local public affairs, through a pivotal role of the citizen and the involvement of other non-governmental actors.
