This study aims to clarify the transformations of the terrorist phenomenon, from its traditional form to various new forms.

This transformation concerns the structural nature, which produced new means and tools that accompanied the transformation in the concept of security.

revolutions led to mutation in the Arab area of political systems, that is called Arab Spring, which led to deterioration of the security, especially the phenomenon of terrorism, which has many ways of organization and formations, that's what is happening in Libya, which has become a point for the spread and growth of this phenomenon, which led to the insecurity and to the almost complete collapse of the state and its civil and security institutions, that will be clarified through the elements of this study.
