The theme of decentralized cooperation between local groups is one of the updated themes in the comparative political studies as well as regional studies.

From the Mediterranean level, this type of decentralized relations trend has formed new structure for cooperative policies, pushing through the local actors side by side with the state, by which they surpass and exceed the unilateral analysis with its state pivoting, and substituting it by the logic of polycentric network analysis.

This article tries to dive deeper into treating the "European-Mediterranean" operations from a relational perspective, and seeks to make a global enclosure of the various actors participating in the Mediterranean activity for the decentralized cooperation.

This is done through the axial problematic which is posed and through which it looks for a method to pave paths for Mediterranean regional cooperation, emerging from relations sub-state, besides the basic phenomena issuing from this kind of cooperation.
