The issue of centralization and decentralization in the management process is still the subject of discussion between managers and theorists, in various countries and global institutions, and different trends have emerged between a supporter and a rejectionist and another that brings them together, and each party considers its best choice in terms of achieving effectiveness.

In our article, we discuss the advantages and shortcomings of centralization and decentralization, especially in the Algerian establishment, its relationship to the communication process, control and its impact on the relationship of central management of institution's frameworks, and to which the framework are affected by this type of management or others.

We will also explain the different modes of management and institutions that are suitable for this type of management or others, and conditions of applying each of them.
