Algeria has registered at the level of elected local councils a weak political representation of women, so it was necessary to adopt a legal policy that supports the participation of women in these political institutions, and a legal basis for their entry into the political field and the quota system was one of the proposed mechanismsSo this study came to reveal the ability of this system to challenge societal and local cultures to increase the number of women in elected local councils, and the results of this study have resulted in the effectiveness of the quota system to involve women in political institutions and its ability to challenge societal cultures
