Abstract EN

Most Algerian municipalities have been suffering from financial deficits since independence.

The raisons are multiple, for example, the rapid growth of the expenses as part of the revenues, the continued increase in the number of missions, the weak training of managers, and the dependence of local tax system on the central authority.

Among the municipalities that have benefited from financial surpluses for a long time, we have the municipality of Al-Tahir in Jijel which contains several economic facilities, including the Port of Djendjen.

But in 2017, the budget recorded a total opposite expectation.

In this respect, we chose this study in an attempt to present the real reasons of the deficit.

The results showed the following ones: a large increase in the expenses rate, and the municipality had provided concession contracts up to thirty years without any price change, as well as the reduction in the state subsidies and the shrinking revenues due to the austerity policy.
