The rapid development of information and communication technology has led to the emergence of a new model of management in light of the increasing competition and challenge for bureaucratic administrations, in order to improve the level of business and the quality of their services, which has been termed as digital management, e-government management or electronic management, thus the emergence of management E-commerce came after the rapid qualitative development of e-commerce, e-business and the spread of the internet, while some studies see that interest in e-management emerged with the beginning of government attention and its orientation towards achieving transparency in dealing and deepening the use of digital technology to serve the goals of economic, social and political development.
