The study deals the French strategy for the construction of settlements for European architects in Algeria through a reading in a government report on the establishment of the settlement of Relizane in the Oran sector, October 21, 1856, adapted from the architectural enclosure 1L158- 169 ; classified within the Algerian general government (GGA) by the overseas archives (The National Archives of Outre Mer- Aix en Provence) under the title: Fund of the general goverment of Algeria direction of colonization, Relizane.

given importance of de land in the colonial project and the important location of the point of Relizane, we tried to answer the policy adopted to establish it, so that its geographical and historical nature on the Mina and Chlef lowlands formed a fertile place for settlement.

This is why we attempted to submit a report in the reports of the committees charged with establishing the settlement centers authorized to study the regions and the conditions of their establishment.

The committee reached a review of the proposed center from several aspects: security and political stability, health appropriateness, ownership, transportation, water, trade and alimony.

We also touched upon the issue of providing logistical conditions for the implementation of the project thought the proposed military and debtor expenditures prepared for the newcomer.

This really created a new demographic reality once it was established as a settlement center on 24 january 1857.
