Iraq has many natural, historical and religious tourist, where the last one have the largest share compared to other tourist attractions.

However, the tourism sector did not rise to the required level, i.

, "weak tourism development indicators, especially in terms of the low contribution of tourism revenues to GDP and per capita and the deficit in the tourism balance for the period(2015- 2018).

This can be attributed to many reasons such as: (security and political instability, low investment allocations, and low level of infrastructure services.

Adding to that the low tourism awareness: the low value and ranking according to the environmental performance index, weak tourism media, etc.

Therefore, this paper is aiming at studying tourism development, considering its importance, and showing the obstacles it encounters in order to improve this sector.
