Hence, The number of Muslims outside the Islamic homeland is growing steadily in quantity and quality, and their presence in non-Islamic countries with the intention of residing either for transient circumstantial benefit, or to permanently restore the form of what is known as reverse migration - that is, from the Islamic countries to the countries of unbelief - and this migration is due to a cause or calamities that have befallen them And among them, it was not necessary to address the issue of the rule of residency in non-Islamic countries, and the statement of Islamic scholar in the legal judgment of their residency, because the mission of the judgment is closely related to the extent of the Muslim's ability to establish the rituals of his religion safely, and his fear of discord in his religion and his family and his sons, and in this research is shed light On this issue, and These are: the judgment of a Muslim's residence in non-Muslim countries, and a presentation of the sayings of scholars therein, with a statement of their evidence.

the most important results of the research have been reached, namely: the prohibition of residency in a country other than the Muslim over the incapable of showing its religion, and the establishment of the rituals of Islam, and it is possible to migrate from it, unlike the helpless, but for those who resided in it there is security for himself from sedition in religion and soul, and destiny On immigration, it is more likely that it is permissible to reside with hatred, provided that it is able to show the rites of religion, with the exception of those who have a legitimate interest in the survival, the ruling according to what is required by the interest for which it remained in the non-Islamic countries of permissibility or desirability or duty.

among the most important recommendations: The presence of Muslims has increased in most countries of the world significantly, and they are no longer minorities, but most of them have become living the reality of settlement, as the presence of indigenous Muslims in these countries is not neglected, so it is not wise to ask them to migrate from their countries, so I recommend reconsidering Minorities as a majority, and consider the legal ruling of the group of permanent residents, as citizens.
