In a constantly changing world, many factors submerge altering world's way of functioning which was the case upon the spread of information and communication technologies (ICT's).

Creating a virtual world where distance is basically non-existent, every aspect of our daily life was effected.

Administrations around the world were no exception.

Consequently, they were bound to rely heavily on these ICT's switching from the traditional administrative system to an electronic one.

This paper examines the different key concepts related to this topic which will help explain and provide a better understanding of current practices and a thorough prediction of the future of electronic public services such as contracts and assorted administrative transactions.
