International humanitarian law conventions require that States take a certain number of actions in peacetime to ensure respect for such law during armed conflicts.

The most important of these actions is the promulgation of national legislation once the Convention enters into force, covering many areas that are at the heart of the obligation to enforce international humanitarian law.

In this context, the study attempts to clarify the theoretical and procedural grounds for the enforcement of international humanitarian law in national legislation, by stating the theoretical implications of international law's relationship with domestic law, as well as well as procedural controls to enforcement, It also aims to identify enforcement obligations by addressing the undertaking to take legislative action to enforce the rules of international humanitarian law, and to state the responsibility for not enforcing its rules in national legislation.
