Human rights may be seriously violated, whether because of the State's due to war or natural disasters, and the State's inability to address or continue the situation, which has led the international community to apply the idea of humanitarian intervention to protect individuals whose rights have been violated.

However, there has been a great controversy among the jurists about the legality of such humanitarian intervention, as it is contrary to the most important principles of international law, which are the sovereignty of the State.
