In view of the shortcomings of representative democracy as a traditional method of managing local affairs, the Algerian legislator adopted the participatory democracy approach, recognizing that for the citizen the right to participate alongside the local elected in the local decision-making process, according to legal mechanisms that were Enshrined in many legal texts, the most important of which is the law of local groups.

Despite this positive step, however, the practical reality has proven the limitations of these mechanisms due to the restrictions surrounding them, which prevented the citizen from actually participating in the conduct of his local affairs.
