Providing the sufficient amount of financial vitality, is considered one of the necessary amendments, to support the role of local groups in achieving the economic prosperity and a crucial to gather the fortune, with the emergence of problematic of financial disability recorded on the items budgets and of accumulation indebtedness volume, as a result of many reasons from which : the inflate of public spending resulted by work balancing items In preparation and execution; which became a burden on the state budget especially at the middle of current economic and financial changes, in front of this case emerged the certainty of local groups depending on modern ways in managing public finance, by adopting good governance.

Principles in administrating financial benefits to avoid worsening the situation more, among them : discipline in spending by applying zero basis and when initiating budget preparation, In spite of the existence of issues preparing this basis ; by virtual initiation, only the problems might be less than expected when really applying the basis.
