Corruption has spread in societies; it has become one of the most important issues for all governments at local, regional and international levels and has become an important part of reform priorities because of the spread of corruption in all aspects of life.

To deal with the phenomenon of corruption, which is complex and interdependent on several levels from a legal, security and social point of view, reference must be made to the negative impact of corruption on the state, especially if the developing country seeks to strengthen its economy and construction; adding corruption to the world and its relationship to organized crime, money laundering and the resulting transfer of funds internationally.

Therefore, all legislation, both internal and external, has treated corruption through international laws and conventions and has developed a multi-faceted strategy given the different cultures and values prevailing in the countries
