In view of the repeated and continuous encroachment on the agricultural real estate, the legislator had to find a mechanisms and means to protect and control it, as a result and in application of the provisions of the Real Estate Guidance Law (90-25) the National office of agricultural lands was established according to Law 96-87 of 02/24/1996, however, it was not triggered until the beginning of 2009 with the issuance of Executive Decree 09-339 of 10/22/2009.

This office is a public body of an industrial and commercial nature, charged by the legislator with the task of controlling agricultural lands and implementing its policy.

Accordingly, and in order to perform its mission, the legislator granted it a wide range of supervisory powers, especially in the field of legal actions contained in the agricultural real estate in order to protect it, including: its competence in the field of concession and partnership contracts.

It also has jurisdictions in monitoring the implementation of the investors' obligations, and controlling the construction process on the agricultural lands subject of the concession.
