Effective intervention of the local administration in the field of facing and responding to any major epidemic risk classified under 04-20 Law concerning prevention from major dangers and disasters management, within the framework of sustainable development.

As an outsider factor which affects the natural stability of the public health in the citizens' normal cases, due to the spread of epidemic known worldwide, regionally, nationally or locally.

As a biological danger threatening the human life, or that identified recently as a new global and emerging epidemics, terribly spread in the world like the Corona Virus (Covid-19) pandemic.

The World Health Organization (WHO) has considered this pandemic as a serious and lethal epidemic to the public health because of its rapid spread among individuals, societies and countries.

As it became necessary to confront it in order to decipher and retire its spread as urgent and precautionary measures so as to reduce its damaging effects and severe consequences for the local population, through integrated legal and regulatory mechanisms that perform the same purpose in the prevention and integrated management of emerging epidemics at the local alert level.
