تهدف هذه الورقة العلمية الى تقديم نظرة تحليلية نقدية للأمن الصحي وذلك في ظل المستجدات الصحية و الظروف الاستثنائية من حيث تكريس الحق في الصحة بضمانات دستورية و تشريعية و قانونية و مقومات مادية و بشرية و علمية و معلوماتية و كذلك ما يتطلبه تعزيز الامن ا الصحي من وعي و منظومة قيمية و فكرية نابعة من الخصوصيات الاجتماعية الثقافية الحضارية لنبرهن على فرضية اساسية مفادها ان الامن الصحي سلوك انساني في العلاج والوقاية و الالتزام بشروط الصحة العامة و ليس فقط مسالة حق تكفله التشريعات المقارنة وذلك باستخدام منهج تحليلي نوضح من خلاله كيف تشكل القيم اساس الارتقاء بالمنظومة الصحية بشكل مستدام و حتى يكون هناك تكامل بين المقومات المادية في مجال الرعاية الصحية و كذا بناء الذات الصحية لفرد المواطن كمنظومة قيمية
Abstract EN
This scientific article aims to provide a critical analytical vision of health security, in the light of health developments and exceptional circumstances, in terms of enshrining the right to health with constitutional guarantees, legal and legal guarantees, material ingredients, human, scientific and informational, as well as what it takes to improve awareness of health security and the intellectual and value system based on cultural, cultural and social peculiarities, to demonstrate a basic premise that health security is behavior human in the treatment, prevention and compliance with public health conditions.
