مع اختلاف و تنوع الأجهزة الموكول إليها مهمة الحفاظ على الأمن العام في المملكة العربية السعودية فقد سمح النظام لهذه الأجهزة بممارسة جملة من الصلاحيات الواسعة لغاية حفظ الأمن.
إلا أن ممارسة هذه الصلاحيات عبر مختلف الوسائل المتاحة لها تأثير مباشر على حقوق الأفراد و حرياتهم.
و لهذا ينبغي أن تخضع هذه الوسائل إلى جملة من الضوابط حتى لا تصبح وسيلة لإرهاب المواطنين و فقدان ثقتهم في هذه الأجهزة و بالتالي إلى فقدان إحساسهم بالأمن و الأمان.
و حتى لا تبقى هذه الضوابط مجرد شعارات ترفع و لا تطبق يتأكد دور القاضي بالإضافة إلى الدور الذي تقوم به الإدارة ذاتها على أعمال منسوبيها في حماية الحقوق و الحريات.
و تهدف هذه الدراسة إلى توضيح آليات الرقابة القضائية على أعمال حفظ الأمن في المملكة العربية السعودية مع بيان إشكاليات تنازع الاختصاص بين مختلف هذه الجهات و اقتراح ما يمكن من الحد من هذه الإشكالات.
Abstract EN
With the diversity of the agencies entrusted with the task of maintaining public security in the Kingdom of Saudi Arabia, the system allowed these agencies to exercise a wide range of powers in order to maintain security.
However, the exercise of these powers has a direct impact on the rights and freedoms of individuals.
This study aims to clarify the mechanisms of judicial control over maintaining public security in the KSA, explaining the problems of conflict of jurisdiction between these various judicial authorities and proposing what enables them to reduce these problems.

Compte tenu de la diversité des agences chargées de maintenir la sécurité publique dans le Royaume d'Arabie saoudite, le système a permis à ces agences d'exercer un large éventail de pouvoirs afin de maintenir la sécurité.
Cependant, l'exercice de ces pouvoirs a un impact direct sur les droits et libertés individuelles.
Cette étude vise donc à clarifier les mécanismes de contrôle judiciaire du maintien de la sécurité publique en Arabie Saoudite, tout en expliquant les problèmes de conflits de compétence entre ces différentes autorités judiciaires et pour finir par des propositions qui pourraient contribuer à la réduction de ces problèmes.
