Abstract EN

This research aims to answer a specific problem, which is the nature of the role of the legalization authority and institutions of high monitoring in enhancing transparency in the public budget, In order to answer the research problem and test the validity of the hypothesis, the research was divided into four topics, The first section dealt with the concept and importance of transparency of the general budget, The second section dealt with the forms of control over the implementation of the general budget, while the third section was devoted to the role of the legislative authority in enhancing the transparency of the public budget, Finally, the fourth section deals with the role of the institutions of high monitoring in enhancing transparency in the public budget, The researcher has relied on the descriptive analytical approach, because it is one of the most appropriate scientific methods to verify the validity of the hypothesis of the research, and to achieve the objectives it seeks, the research has reached to some important results, and due to these results the research showed some recommendations that can contribute in enhancing transparency in the public budget.

Cette recherche vise à répondre à un problème spécifique, qui est la nature du rôle du législateur et des organes suprêmes dans l'amélioration de la transparence du budget et de la finance publics.

Afin de répondre à la problématique de cette recherche et de tester la validité de l'hypothèse, nous avons jugé pertinent de diviser la recherche en quatre points essentiels : le premier a trait au concept et de l'importance de la transparence du budget général, le deuxième traite les formes de contrôle de l'exécution du budget général, tandis que le troisième est consacré au rôle du autorité législative dans le renforcement de la transparence du budget public, et, enfin, le quatrième traite du rôle des institutions de contrôle dans l'amélioration de la transparence du budget public.
