يعتبر الدور الجديد لدولة من المفاهيم الجديدة المقحمة في المنظومة الاقتصادية و القانونية من خلال استعمال آليات جديدة لتنظيم الاقتصاد سمي بالضبط الاقتصادي و إنشاء سلطات جديدة غير مألوفة سميت بالسلطات الإدارية المستقلة.
الجزائر من البلدان التي استقبلت هذا المفهوم الجديد بإنشائها للسلطات الإدارية المستقلة منذ سنة 1990 بعد استقبالها لمفاهيم اقتصاد السوق و تكريسها لإصلاحات اقتصادية كبرى في كل مجالات النشاط الاقتصادي و الذي تواصل لسنوات طويلة فاقت العشرين سنة.
غير أن الملاحظ في السنوات الأخيرة و بالضبط ابتداء من سنة 2014 اتجاه الدولة الجزائرية إلى محاولة التراجع عن المواصلة في العمل بمفهوم السلطات الإدارية المستقلة في بعض الأنشطة الاقتصادية و الاتجاه إلى مفاهيم أخرى يطبع عليها العودة إلى النظام التقليدي لتسيير النشاط الاقتصادي.
Abstract EN
The new role of the state is seen as a new concept in the economic and legal system through the use of new economic regulation mechanisms and the creation of new authorities called independent administrative authorities.
Algeria is one of the countries which has received this new concept by creating independent administrative authorities since 1990, after having received the concepts of market economy and the consecration of major economic reforms in all areas of economic activity, which have continued for many more than twenty years.
However, in recent years exactly 2014, the Algerian state has tried try to undo the continuity of work the concept of independent authorities administrative in certain economic activities and the orientation towards other concepts, which are marked by a return to the traditional system of conduct of the economic activity.

Le rôle économique de l’Etat a considérablement évolué avec l’adoption de nouveaux concepts et mécanismes d’organisation économique propres à l’économie libérale.
La réception juridique de la notion de régulation économique s’est traduite par l’institution de nouvelles structures de régulation appelées autorités administratives indépendantes chargées de réguler l’activité économique.
Il est a noté qu’après une petite expérience en la matière, on assiste, ces dernières années (depuis 2014), à l’abandon relatif du concept de régulation indépendante laissant place à la résurgence des méthodes classiques de régulation.
