The phenomenon of international terrorism is one of the phenomena that has adapted to the developments that are emerging within its environment of activity, and one of the things associated with international terrorism is the issue of technological development and the accompanying emergence of a global information network that is cross-border and accessible to all.

Through this feature, another field was opened for international terrorist activity, which is the exploitation of the Internet to carry out its activities by targeting sites and information systems, or by using tools provided by the information network in order to carry out terrorist crimes, or by employing media to promote terrorist ideology.

This necessitated the need for legal and technical tools to address this situation, as well as the establishment of national and international bodies that would be qualified to confront this type of terrorism.
