The issue of illegal migration and the smuggling of illegal migrants raises many questions, in particular the question of who is responsible for the spread and exacerbation of the phenomenon and even the poisoning of relations between the States from which the two criminal acts are launched by both international and national legislation and the states that pour Of illegal immigrant groups, particularly with regard to illegal migration through the sea, as it does between the riparian countries of the Mediterranean.

This issue has led these Mediterranean countries to accuse each other of neglecting the issue and indifference towards it, which has often led them to try to get closer to each other to study the issue and find radical solutions.

In this study we will try to investigate the responsibility for the phenomenon of illegal migration, including the smuggling of illegal immigrants.
