Abstract EN

The study aims to identify the most important obstacles that Hamper the Implementation of electronic management at the health services Administration in Derna from the perspective of the employees through the following obstacles: (human, financial, administrative, technical.

(Moreover, it aims to identify the most prominent methods of overcoming obstacles to the Implementation of electronic management at the health services Administration under study.

To achieve its objectives, the study applied the Case Study method; the researcher developed a questionnaire based on some previous studies, which he was sure of their validity and reliability.

The study population included all employees at the health services Administration in Derna, total (89) employees.

The analysis of the study data was done by computerized method using a statistical software program provided in the (SPSS).

The following results were reached: Firstly, The study revealed that the level of obstacles to the Implementation of electronic management at the health services Administration under study was moderate, Secondly, the study showed that the most obstacles to the Implementation of electronic management were in human obstacles, Thirdly, the study showed that there are several ways to overcome obstacles to the Implementation of electronic management, perhaps the most important of which is the development of the necessary legislation to implement Electronic management, and spread awareness of the concept and importance of electronic management.

Finally, the study provided a set of recommendations that will hopefully be followed in order to activate the Implementation of electronic management at health services Administration under study.
