يعتبر الحكم الراشد مسارا من التحديات التي تواجهها الدول النامية و على رأسها الجزائر في إرسائها لمبادئه نظرا لما يتطلبه من ميكانيزمات و قواعد منها الشفافية، المساءلة و الديمقراطية و إشراك مختلف الفاعلين و على رأسهم المجتمع المدني بتنظيماته المختلفة تسلط هذه الورقة الضوء على مفهوم كل من الحكم الراشد و المجتمع المدني حيث تطرح اشكالية التعريف و الترجمه و التي مهما إختلفت فإنها لاتلغي مضمونه كما تبين طبيعة العلاقة بينهما باعتبار المجتمع المدني فاعل أساسي من فواعله إلى جانب الأدوار التي يضطلع بها منها لعب دور الوساطة بين الدولة والمواطنين و تنشئتهم على قيم الديمقراطية و في محور منفصل من الدراسة نتناول بالتحليل تطور المجتمع المدني بالجزائر من الاستعمار إلى الوقت الراهن من حيث الاطر القانونية و التنظيمية و تبيين الادوار التي يضطلع بها لارساء مبادئ الحكم الراشد كالشفافية و المساءلة و الصعوبات التي تواجه تحقيق هذا المسعى لتختتم الدراسة بالآليات التي يمكن تبنيها لتفعيل دور المجتمع المدني لتحقيق نموذج حوكماتي وطني رشيد كتوفير المناخ القانوني و المؤسساتي الذي تنشط من خلاله هذه التنظيمات و محاربة البيروقراطية و كل أشكال الفساد.
Abstract EN
Good governance is one of the challenges that developing countries face, on top of which is Algeria, in establishing its principles due to the mechanisms and rules it requires, including transparency, accountability, democracy, and the involvement of various actors on top of which the civil society with its various organizations.
This paper highlights the concept of both good governance and civil society, it raises the problem of definition and translation which, no matter how different it is, does not nullify its content, as well as it shows the nature of the relationship between them considering civil society as a fundamental actor of its actors besides the roles that it plays.
Among them, the role of mediating between the state and citizens and their upbringing on the values of democracy, and in a separate axis of the study we address the development of civil society in Algeria from colonialism to the present time in terms of legal and regulatory frameworks and clarifying the roles it plays to establish principles of good governance, such as transparency and accountability and the difficulties facing the achievement of this endeavor.
The study concludes with the mechanisms that can be adopted to activate the role of civil society to achieve a rational national governance model, such as providing the legal and institutional environment through which these organizations would be active and fighting the bureaucracy and all forms of corruption.

La bonne gouvernance est l'un des défis auxquels les pays en développement sont confrontés, en plus de l'Algérie, dans l'établissement de ses principes en raison des mécanismes et des règles qu'elle requiert, notamment la transparence, la responsabilité, la démocratie et l'implication de divers acteurs y compris la société civile avec ses différentes organisations.
Cette recherche souligne le concept de la bonne gouvernance et de la société civile ; elle expose le problème de la définition et de la traduction qui n'annule pas son contenu quoiqu’il y ait une différence entre elles.
De plus, elle démontre la nature de la relation entre elles en considérant la société civile comme un acteur fondamental de ses acteurs, ainsi que les rôles qu'elle joue, y compris le rôle de médiation entre l' état et les citoyens et leur éducation sur les valeurs de la démocratie, et dans un axe séparé de l'étude, nous abordons le développement de la société civile en Algérie du colonialisme à nos jours en termes juridiques et réglementaires et clarifions les rôles qu'elle joue pour établir les principes de bonne gouvernance, tels que la transparence et la responsabilisation et les difficultés auxquelles se heurte la réalisation de cet objectif.
Pour conclure la recherche, nous traitons les mécanismes qui peuvent être adoptés pour activer le rôle de la société civile afin de parvenir à un modèle de gouvernance nationale rationnelle, comme l’initialisation de l'environnement juridique et institutionnel- à travers qui ces organisations s’activent-ainsi que la lutte contre la bureaucratie et toutes les formes de corruption.
