Executive Decree No.

18/199 on the delegation of the General Facility to the regional communities on administrative control was devoted to a chapter containing various types of oversight from internal, external, tribal or other functions.

The importance of this control in maintaining public money and ensuring competition in reaching the best offers on the one hand, and the expansion of this control for all types of delegations, we have addressed internal management control exercised by the selection and selection Committee, and external administrative control through the General Facility delegations Committee and the follow-up control through the delegated authority.

We studied the legal provisions related to administrative control, and examined the extent of their effectiveness in devoting the principle of transparency in concluding an authorization agreement on the one hand, and the principle of collectivity in choosing the best offers on the other hand, and ensuring legitimate competition.
