Abstract EN

Since his electoral campaign, the President of the Republic has promised political reforms, the beginning of which would be a profound amendment of the constitutional document, as the cornerstone of the construction of a new republic that responds to the demands of the popular movement and whose objective is to reorganize and balance powers, strengthen and guarantee rights and freedoms, and establish the principle of the peaceful transfer of power.

Indeed, on January 8, 2020, a press release was issued by the Presidency of the Republic according to which a specialized academic committee was appointed to prepare the preliminary draft amendment of the constitution within the framework of the seven axes identified by the President of the Republic.

Through this research paper we define the concept of the popular movement and its demands, and then we discuss the preliminary draft amendment of the constitution in its first and second phases, in which we present the contribution of the national elites to discuss and enrich it, and the extent to which the project has addressed their proposals within the framework of the demands of the popular movement to support the democratic system, where we have reached a conclusion.

Its meaning is to respond to an important part of the demands of the original movement, pending the dismissal, when the first day of November did not reach the date of the referendum.
