Educational planning is an organized comprehensive process limited with a time framework which include analytical studies to invest its authenticTo stand upon achieving the goals through the time framework and its quality or its deviation from these goals as well, monitoring is a must which is a continuous process to collect and analyze data and information for projects and programs to specify the accordance of the projects activities with the placed plan to show the current situation of the project concentrating on the performance indicator.

Assessment is the process of measuring a certain projects success to achieve the planned goals; due to the fact that assessment depend upon measurement essentially, so the indicators are considered as an essential element in the assessment process; some considered that monitoring are the same which assessment, that is to say implementation of monitoring is in fact one of assessment forms.

Some may imagine that assessment is the evaluation itself, that is what the subject of this research which clarify its problem, significance and goals by theories to reach a model for monitoring and assessment depending on local, regional and international models integrating them with a model which include the above mentioned sides in addition to what is suitable to us and our educational plans to result in conclusions and recommendations of huge significance to achieve the educational goals with all its details and indicating the achievement and deviation for correcting.
