These powers range from financial authorities, lobbyists and investors, in order to ensure the proper implementation of the administrative contract and to achieve the good functioning of the public facility.

However, when the Administration imposes its contractual sanctions against its under-contractor, it is not olute, but is restricted and controlled by many controls and limits, which are guarantees established by the legislature to protect the rights of the contractor from abuse of management.
