In the midst of the Algerian state s view of environmental protection issue based on relying on the basical initiative in implementing the environmental public policy, the legislator empowered regional groups with various environmental specialties.

Meanwhile, to put these specializations, it was necessary having a local utility activity that works without interruption to properly provide environmental public services, this will only be possible by adopting the most effective methods .

Here, regional groups knew two patterns in directing environmental local public facility: One was based on monopolistic system in which regional groups watches and intervenes, which soon proved its limitations .According to what's mentioned and to reduce the hype of passive monopolistic activity, regional groups moved, due to circumstances dictated by objectif reasons, to necessity of freeing local invironmental facility through modern technologies by passing to authorization with private sector to reduce the management burden and improve citizen's living conditions.
