Contractual relations are undergoing changes which have given rise to new risks probably affect the parties, this has led to the emergence of contract security as a relatively recent concept through which states are strive to create an appropriate environment, for the conclusion and implementation of contracts.

Contract security require keeping up with economic and social change, achieving a degree of objective relative stability in contractual relations by maintaining contracts without destroying them, and expect in addition to anticipating contractual risks and find their treatment and solution, provided that there is no exaggeration of and flexibility when modifying or promulgating legal rules.
