Abstract EN

The world witnessed the Coronavirus (Covid-19) pandemic, and countries rushed to find temporary solutions to prevent and combat this virus, pending an effective vaccine against it.

Algeria, like the rest of the world, has taken several measures in this regard, and has resorted to decentralizing decisions related to these measures in terms of granting the governor broad authorities, perhaps the most important of which is the exploitation of private funds, which is the measure included in Article (10) of Executive Decree No.

(20) / 69) of March 21, 2020, related to the measures of preventing and control the spread of the Coronavirus Therefore, we decided to discuss the the governor's authority issue to harness private funds to confront Coronavirus, given that the issue is linked to the circumstances the country is going through to face exceptional circumstances aiming to achieve the public interest.

Exploiting private funds in light of this pandemic, in view of the of legal texts generality in the procedural and objective aspect that raised difficulties in their implementation.
