The international committee of the red cross is known of its important role in the Domain of international humanitarian law, its Principels and humanitarian goals which are created for it, so it's still works not just in war but even in peace, and if their goals in wars are reducing the major suffers of the victims and helping them, then their goals in peace is not less in importance nor in difficulty than in war, because it takes the responsibility of publishing the international humanitarian law, teach it sensitize its importance, then coaching it and spread it between all the categories of society the civils or the military one, and all the age's categories, With the help of persons with high experience in this field, as this is the most effective mechanism among the preventive mechanisms in the event of wars or international or non-international conflicts.
