Abstract EN

Mastering the development planning process has become vital to the success of governmental social welfare organizations in the State of Kuwait in achieving their goals and development programs and the new Kuwait 2035 vision, but they face multiple problems in all stages of development planning, which is reflected in the stalled implementation of many development initiatives and projects.

The study aims to determine the level of severity of development planning problems in governmental social welfare organizations in the State of Kuwait.

It is considered one of the descriptive and analytical studies that relied on the social survey method.

The results of the study indicate that the level of severity of development planning problems in governmental social welfare organizations in the State of Kuwait as a whole was average, and the level of severity of the problems of the stages of development planning came in the following order: the problems of implementing the plan, followed by the problems of developing the plan, then the problems of evaluating the plan, followed by the problems of following up the plan.

And finally, study problems and goal setting.

There are statistically significant differences between the responses of members of the planning and follow-up committees in governmental social welfare organizations according to the category of gender, the level of employment, the number of years of experience, and the employer, while there are no statistically significant differences between their responses according to the categories of scientific qualification regarding their determination of the level of severity of development planning problems.
