This study is intended to build a cognitive based system over the organizational conflict in document institutions and to highlight Its Impact on the Professional Performance of the Information Specialists.

The research paper presents the concept of organizational conflict, its characteristics, levels, causes, types and the different stages of its occurrence.

The study has also detailed in presenting the concepts of the professional performance of the information specialists, its elements and its importance in documents institutions, the influencing factor and the measurable indicators.

It has focused on its negative and positive affects over the Professional Performance of the Information Specialists.

Finally, it has dealt with the most significant methods to manage and conduct these conflicts.
